Congress is finally making headway on issues concerning to the constitutional right to life. Last week, the Republican-controlled House of Representatives passed legislation that would prohibit late-term abortions. The legislation, called the “Pain-Capable Unborn Child Protection Act,” outlaws abortions after 20 weeks.
